Millennium Heights Medical Complex (MHMC) is in Coubaril, Castries and situated along the Millennium Highway. The Complex comprises Owen King EU Hospital (OKEUH), National Mental Wellness Centre, Turning Point Drug & Alcohol Rehabilitation Centre, and the Secondary Care Hospital . History
Established in May 1988 in LaToc, Castries, Turning Point Rehabilitation Centre remained opposite the Golden Hope Hospital, for twenty-five years. It was relocated to its current location in Coubaril in December 2013. The Centre was established through a major collaborative effort between the “Friends of Golden Hope Hospital”, the Government of Saint Lucia, financial contributions from nationals and aid from international donor agencies.
The conglomeration of three of the island’s main medical facilities into one statutory body was first conceptualized in 2015 by a draft Act of Parliament which was amended and passed in December 2019. All three facilities sit on the same compound operating under one board of directors and a senior management team that is led by a chief executive officer.
In March 2020, only medical personnel and equipment was transferred from the Victoria Hospital building to Owen King EU Hospital. This was fueled by the first COVID-19 wave in Saint Lucia, but the pandemic also caused hinderances to an immediate full transition to the new hospital. A four-phase transition process began, advised by consultant organisation Narayana Health Limited (NHL), a medical entity with decades of success in training and accrediting medical facilities around the world.
In November 2020, the transition continued with administrative and managerial changes when a board of directors was appointed, and the Complex’s operations were now being directed by a chief executive officer. A long process of seconding staff from the public service to employees of MHMC in accordance with the Millennium Heights Medical Complex Act began.
The transition continued with management working towards stabilizing processes within the Complex. This included transferring accounting and human resources services from the departments of treasury and public service (respectively) within the Government of Saint Lucia to MHMC through a rigorous hiring process. The transition period saw many other operations, which were previously handled by the government, become in-house operations instead. Quality standards and compliance procedures were new additions to the Complex’s operations as MHMC continuously improves its services.
The new mandate of the Complex is to upgrade its level of care to become a leading healthcare provider in the Caribbean and to work towards international accreditation.
In 2022, Millennium Heights Medical Complex is expected to become a fully functioning statutory body of the Government of Saint Lucia.

Patients in the Paediatrics Wards are allowed one parent to stay and their names should be registered with the nurses. Other parent or visitor is permitted during visiting hours
Turning Point Drug & Alcohol Rehabilitation Centre
Turning Point is the only drug treatment centre in Saint Lucia and serves the population from the age of 13 years and up. The centre serves both women and men from Saint Lucia as well as clients from the wider Caribbean region. The centre’s purpose is to provide high quality substance abuse treatment services, to restore client’s quality of life and maintain their lifelong sobriety.
